Job Summary:
The Perinatal Network Administrator/Center Manager is responsible for organizing, planning, and developing funding requests to support the programs and project goals of the John H. Stroger, Jr. Hospital (JSH) of Cook County Health Perinatal Network as a part of the State of Illinois Regionalized Perinatal Health Care Program under the Illinois Department of Public Health (IDPH). The position will be responsible for participating in designated aspects of the programs funded by the perinatal grant, including, but not limited to, education and outreach, data monitoring and quality improvement activities, and coordination of consultation, referral, and transport services within the network.
Overview
- Manages the day-to-day administrative activities of the staff Perinatal Center.
- Monitors and participates in designated aspects of programs funded by the perinatal grant, including, but not limited to, education and outreach, data monitoring and quality improvement activities, and coordination of consultation, referral, and transport services within the network.
- Collaborates with the assigned medical co-director of the Stroger Perinatal Center to provide supervision and monitor activities to ensure quality performance.
- Assists with preparation of budget for perinatal grant monies; prepares budget and revisions with approval from medical co-directors; monitors expenditures and assures compliance with IDPH regulations.
- Assists in developing annual programmatic goals and objectives consistent with IDPH directives and the Illinois Regionalized Perinatal Health Care Code: monitors achievements on a quarterly basis and prepares and submits quarterly and annual performance reports to IDPH on a timely basis.
- Collaborates with the network hospitals on the final perinatal letter of agreements and assures the proper execution of these letters through the hospital's system.
- Coordinates site visits to support redesignation of network hospitals or for initial review of hospitals seeking entry into the network; assures submissions of required documents to the statewide Perinatal Advisory Committee and the completion of all steps in the review process on a timely basis.
- Communicates with other Level III perinatal administrators/managers regarding IDPH mandates for Maternal and Child Health.
- Serves as a representative at local, state planning, and administrative meetings. This will include statewide Perinatal Advisory Committee (IDPH), and the Consortium of Perinatal Administrators’ and hospital perinatal committees. Serves as the primary liaison in matters of perinatal services and the regional perinatal system in Illinois.
- Schedules and attends meetings pertaining to perinatal services as required. Convenes and shares information from various meetings, as needed.
- Oversees the required quarterly meetings of the Regional Management Group and facilitates the development of the agenda of these meetings.
- Convenes and chairs periodic meetings of the Perinatal Center staff; shares information and ensures adequate communication among staff; promotes teamwork and collaboration. Organizes and chairs the Regional Quality Council (RQC).
- Assists the Department of Pediatrics and the Department of Obstetrics and Gynecology in the development and implementation of research and sponsored community service projects with goals and objectives aligned with the perinatal program.
- Monitors ongoing Continuous Quality Improvement (CQI) projects as mandated by the state. Participates and implements statewide CQI Projects.
- Assists with application for Continuing Education Units (CEU) and Continuing Medical Education’s (CME).
- Oversees the scheduling of education in the network hospitals.
- Oversees the statewide ePerinet data collection system for the Perinatal Center and its network.
- Review cases for joint Mortality and Morbidity (M&M) with co-directors prior to each meeting.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor's degree in nursing and a Master's degree in a field related to the work performed under this Agreement, such as Nursing, Business Administration, or Public Health.
- Five (5) years of experience administering and/or managing with three (3) years of supervisory experience
- Experience and knowledge of health and welfare state agency expectations
- PNAs must also have experience implementing Quality Improvement projects. No PNA shall be hired until the Department's Office of Women's Health and Family Service gives final, written approval to the Grantee.
